Yes and Yes. I have just done it myself. QF bonus points credited the first month the day my statement was issued after spending $5000. Apply using the qantas link with the half annual fee offer. Most importantly, make sure you check that the Qantas points have been creditsd to your QF ff account before requesting to swap to Citi Rewards!
 
Is it possible to apply for this card at half the usual cost and once the QF bonus points have come in, is it possible to switch to Citipoints earning (for Krisflyer etc points)?
I did exactly this with the Citi Signature a couple of years ago, so I imagine it would work with the Prestige. I can't say for sure though.
 
How long does such a swap take and does it require new cards? I would want to have my bonus QF miles and be swapped over before beginning a big overseas trip in about twelve weeks.

It was immediate for me. I received the card, spent $5000 in the first month and when I received my very first statement (after a month) the qantas points were already in my QF account. I rang them up to change to Citi rewards and the rep said it was effective immediately. I have citi rewards points documented on my online statement since that phone call to Citibank. A new card is not required.

Just rang up and cancelled. The lady asked why, i said i dont use it that much and was disappointing at the points conversion rate change early last year. She put me through to her colleague and he explained to me how good the card was and that the points conversion rate change to Krisflyer was not the banks decision but Krisflyers(!). He said he was prepared to half the annual fee to keep me on. I graciously rejected his offer and cancelled the card.

At $350 a year it would be a decent card.

BTW i am not a citigold customer in fact i would have been lucky to spend $30k on the card in the past year.
