Complimentary Upgrades now attract a service fee?

I booked one a few days ago as well, and there was no mention of or attempt to charge a fee. Entire process was pleasant, efficient, and took about 3 minutes end to end.

Quick question on these upgrades... In the past I've used 1 of the complimentary upgrades to upgrade a multi sector booking (ie: SYD-MEL-HBA). I just went to use them tonight and was told it's "per sector" and subsequently used 4 for the above-mentioned booking (return). Is this now correct?

Correct - per sector.
 
Yes that's right. The change occurred at the same time as the Sabre migration last year. Previously you would earn status credits on Syd-Mel-Hba as if it were direct Syd-Hba. Now you earn based in each sector and so you burn the same way. What you lose on the swing you gain on the roundabout...
