They seem to have been struggling for so long, that this is hardly unexpected.
Annastacia Palaszczuk has just tweeted that Queensland is also closing its borders. It will be interesting to see how they manage this between Tweed and the Southern Gold Coast.
I have friends that live in the Tweed that need to visit doctors on Gold Coast regularly and there are many others who commute of course.

There was talk of future declaration of red zones over the weekend, IIRC to be discussed at Tuesday’s National Cabinet meeting.
NSW-Vic and NSW-ACT are the only state/territory borders not now closed.

I don't think there is any reason they can't, it just isn't practical given places like Queanbeyan, Marrumbateman and Bungendore and the amount of travel from people who live just outside Canberra but work and shop in Canberra.Not sure why and nothing constructive to contribute, but I have in the back of my mind somewhere that the ACT/NSW can't be closed by the ACT due to some legislative restriction or not practical to be implemented due to demographics.
Authorities will convene in the coming days to establish how road-based restrictions can later be placed along the state's borders.
But Queensland chief health officer Jeannette Young said it would be "business as usual" for those commuting between northern New South Wales and Queensland on a daily basis, even after the border closures were in place.
"We have a very close relationship with northern New South Wales — a lot of people live there and work in Queensland and vice versa," Dr Young said.
"People in northern New South Wales come to Brisbane and the Gold Coast for everything … healthcare, shopping, everything."
Dr Young said the border closures were in place to stop travellers from other capital cities with high community transition rates visiting remote areas of Queensland.
"We do not want people who are currently in Sydney or in Melbourne who have been exposed to go up to the Whitsundays for instance — we've got no cases up there," she said.
