Crazy Emirates upgrade costs on SIN-PNH route

I was just having a look at EK's SIN-PNH flights, which they operate as a fifth-freedom route. If you want to upgrade using miles on this route, Emirates basically charges the amount of miles you'd expect to pay if flying via DXB. It's a 2-hour flight, so the amount of Skywards miles Emirates is asking for is completely ludicrous.

Could be, I have never tried.. you can see availability on the return flight ex SIN.

From memory the reason this happens is because QFF can not take payment in Cambodian Riel?
