Currency Conversion Fee increase

I wonder if they've changed their policy (or I misunderstood it!) for refunds/credits of foreign amounts.

Here's two transactions a day apart:

REFUND: (Day 1) - This was a refund of part of a charge originally made.
<Merchant> 4.98 GBP
COMM.FEE .27
$9.33

CHARGE: (Day 2)
<Merchant> 4.98 GBP
COMM.FEE .27
$9.33

I don't know if they "reversed" the refund, or issued it as a separate charge. (Basically I was refunded an amount by a merchant incorrectly, so they recharged my card for the amount).

The figures above should have been different, not identical if the currency conversion fee was being charged for both (It appears to have been 'credited' to the refund rather than 'debited' from the refund)

I've had another foreign amount refunded to my card, and I believe the same behaviour I've noted above has occurred - ie, the Currency Conversion Fee has been added to the final amount rather than subtracted.

I would be interested if other people see the same thing ...

well I just got back from 4 weeks in the US and I used my citibank card to do all my buying with as I was told there would be no fees for Plat members... Since I used this when I was traveling Europe back in 2002 and had no fees and had a good experience I thought I would used them again..

I got home and my statement is full of these transnational fees @ 3.5% I'm so pxx_ed with Citibank ! arhhhhh

Any the conversion rate is so low not happy going to close my account once I spend my 240k with of points..
