Do people not rent cars after late night arrivals [into MEL]?

One of my bug bears with MEL, is the lack of car rental options after midnight.

There are 4 international flights that arrive at 23:20 or later and 6 domestic arrivals after 23:45. Yet the only car rental company that doesn't close is Hertz, the rest seem to close at midnight or earlier.

I often take EK404 which reaches MEL at 00:20, so options for renting car is Hertz only, and there's nothing when Hertz is sold out across all corporate locations in Melbourne for the day (like it is tomorrow). Quite a nuisance.

Is it just too late for people to take a car, that they're worried about fatigue/safety? For me I'm OK, body clock wise I land at 9:20pm, be similar for those arriving from PER.
 
I think Enterprise is open until 1am.
