Do you need to collect and recheck bags when transiting Delhi Airport?

Can anyone help clarify the situation at Delhi airport because I'm a little unclear about the transit procedure...

But the airport website itself makes no mention of this and says:

Has anyone who has transmitted here this year confirm whether you need to collect your luggage and recheck it when transiting? (I am looking at a QF-AY transfer on a OWA ticket and need to work out a reasonable minimum transit time.)
 
We went qf-ba through Delhi last month to Lhr. we were purely staying airside transiting…..ground staff met us off plane with a board with our name. Without us asking, he advised our luggage was taken care of and would be transferred. We followed him silently and blindly 😬. He took us to a holding area with generic ‘empty’ ‘check in counters’ and there we sat until 3 hours before flight when BA staff arrived to man a desk and then the ground staff took us into another security screening and we were free.
it was an ok experience ( just very bureaucratic ) now we know what the process was and I would go that route again happily.

The flights I was looking at (MEL-DEL on QF and DEL-HEL on AY) have a 45mins transit time which seems a bit tight but perhaps it's possible, particularly as they are allowed to be booked together it seems. The other options appears to have a 12 hour transit time, which sounds horrible if you have to spend 9 of it waiting in front of a check in desk...but I think you have the right to leave the airport.
 
Wouldn’t want to try 45 mins at DEL. Security line could completely throw that. Let alone potential bureaucracy. I think EF lists MCT for T3-T3 as 1 hour.

Oh no you are not free if in transit unless you have a visa. They are beyond strict. We sat for 5 hours and unless there is BA staff or in your case Finnair you are not allowed to move. When staff arrived we were taken to security. Finally got into lounge.You will be met off plane I’m sure and personally taken through the security screening- women go into a tent. It a well oiled machine. We watched hundreds be processed🤪🤣

Oh boo. If BA don't release any reward flights then I think I might need an alternative routing.
