No the guest does not need to be travelling to access VA Domestic lounges.

The rules are similar to QF., although a VA WP can have 3 guests.

Also Platinum and Gold members can take guests into the lounge on arrival also, regardless of whether they are travelling or not.

As a platinum after arriving into melbourne a few days ago I scanned the boarding pass on the self service machine from the flight I just arrived on and was able to select up to 3 guests.

For Gold members lounge access on arrival is "subject to availability" which is a restriction not placed on platinum members. So I'm not sure if the self service machine will let you but my bet is it probably would.

Upon arrival I was able to have lunch in the lounge with my local MEL guest and when we got to the baggage claim bags had only just started arriving so I spent my time waiting for baggage dining in the lounge.
