For Washington DC, I recommend flying into or out of Reagan National (DCA). Arriving into BWI last night, I had to choose between Super Shuttle ($64 for 3 pax) or taxi ($90). Wasn't too hard to decide on taxi, considering an hour's wait for Super Shuttle. DCA is far closer to DC and ideal for domestic connections.

If you have time don't forget Philadelphia, Liberty Bell, Independence Hall, Rocky Steps and Art Museum.
