Has anyone received an email from DHS reminding them about their ESTA expiration?
Is this a legit email rather than spam?

While the email is quite possibly legit, it could also be a scam.

I applied for mine in Jan 2010, so if it is only good for two years, it is about right?

Fair enough. The reason I mention September, was that 15 months ago they began to come with a USD charge and many got a new one while it was still 'free'.

Yeah I got one.

Did not even cross my mind it could be spam... it came from the relevant US department, my ESTA was about to expire, and the email said 'your ESTA is about to expire'.

If in doubt just enter via the main page instead of the email link...
