I,m looking at the possibility of going from Melbourne to either Vienna or Munich for a week to see the markets leaving around 19 Dec and returning a week later but unfortunately all the airfares seem to be around $3000.
Is anyone aware of any " normal" fares at this time?
 
We priced Air Asia, the cheap airline for a trip to Bangkok at Christmas and even those fares were around $1500 per person!
 
With around a month before flying over peak periods, that is "normal".
Sometimes airlines put on last minute sales (to fill seats) however that is becoming rare around december and in the past few years to Europe (Dec), has been focused on business class fares.

With that said, if you look around and are flexible you can find better prices.
For example BYOjet has QF/EK to MUC via DBX leaving 18th returning 26th for $2327 return.
