It's just the rebranded "blue zone", and as far as I know applies only to the mid-cabin exit rows. You must either fly J all the time or only book flights where all blue zone seats are already sold - I've never seen it not offered during booking.

Yes it is for domestic, I don't always fly J as I have to buy 3 seats on each flight but maybe I have just ignored it as I always end up in row 3.

Indeed - it's a sliding scale too. I think SYD-CNS is $45, and it gets up to $70 for transcons. Whilst on QF you can get an exit row on SYD-HKG for $80!

True. Given they're a scarce, desirable resource I've got no problems with them being offered as a cash extra (especially when there's six seats in row 3 available for status pax). Just that at 40% of the fare it starts getting a bit beyond the price I'd pay.
