It’s not always true. But the presumption if your ticket is ex-SYD that you are originating there, and accommodation is not usually included. Jetstar for example uses ‘home airport’ as the distinguishing criteria.That’s not true. Home port does not equal port of origin.
Pax could be travelling on two one way tickets, driven from a rural area, international tourist etc, Many examples of where a pax would still be entitled to accomodation when the first leg of their trip is affected.
Whether or not a delay is within or outside the carrier’s control can also play an issue.
