Appreciate a bit of advice.
Can I use my Motorola Qaud Band Phone in France with one of their local Sim Card?

Yes, so long as your phone is not locked to an Australian carrier (most pre-paid phones in Australia are locked to a single carrier)

Seconding NM's advice. If you are flying into Terminal 2 of CDG, you are supposed to be able to buy SIM cards at any of the three Petit Casino shops (per page 13 of a thread on FT entitled "How much is a European SIM card, exactly?" - can't post a link), although this didn't work for me when I was there a year ago. Instead I went for a late night stroll down the Champs-Elysées and bought an Orange mobicarte card for 30 Euro from the FNAC store. Make sure that you get them to activate it for you in the store (this is apparently the norm in France). I can't remember whether or not I had to show my passport. Hope this helps.
