General Pass not linking for Perth flight

Apologies... I think I posted this in the wrong section yesterday

I've just transferred a QF General Lounge Pass to someone who is flying to Mel from Perth in a few weeks. He's flying on QF9 to Melbourne. When he logs in he can only see the return flight available to link. I'm assuming it's something to do with the fact he's leaving from International Terminal even though it's a domestic flight.

Is there anyway he can link this to the outbound flight?

I have a feeling because it's going through the international terminal, the booking sees the only option being the transit longue, which it seems like you can't even link through an complimentary invitation. I've been having the same issue with a flight that is going through that terminal, where the option to link isn't available.
 
I had a similar issue a while back. Qantas Club is in T4 but flight was departing T3 International and passes wouldn't link.
 
I have 3 General Lounge Invitations available and an upcoming international flight from Perth T4 and haven't been able to link an invitation to the booking despite trying for the last couple of months. I've been getting the "We may suspend the use of Complimentary Lounge Invitations during peak travel periods such as school holidays" message since I can remember. I'd be interested to know if anyone else has had success for Perth lately?

I've had a similar issue with Perth lounge got my husband who is Platinum to phone concierge and we were told that Perth lounge is accepting very few passes as it is full everyday. When the quota is gone it's gone - no exceptions:(
