Previously airlines used to give one freebie per 20 pax for example but I don't know whether they still do this or not. When you do get quotes I would get one for the trans-pacific travel only eg SYD/SFO - LAX/SYD plus another one if possible for the whole thing SYD/SFO/NYC/SYD which will then give you an idea of what the domestic travel is worth.

Air NZ were still doing this in 2005, but the group booking was ~100 people... you could always give their groups team a call and consider flying AUS-AKL-SFO (avoiding LAX) if the price was right! :)
 
Having a bit more of a think about it, UA can do all you want. When organising 25 people a single carrier for all sectors might be beneficial and more convenient for yourself. UA may not have all the trimmings others do, but in this case the trip is not about the flights.
