With the USA DOT exception to IATA302, the luggage allowance for the first journey of a booking is the the allowance for the entire booking.

The exception applies to bookings for travel from/to the USA.

This is better worded as from/to the USA/Canada for return journeys, or where the furthest ticketed point is in the USA or Canada for more complex itineraries.

There are cases where the furthest ticketed point is not in the USA, yet the itinerary may involve travel via the USA. For example an itinerary flying SYD-LAX-LHR-JFK-LAX-SYD would follow IATA 302 rules, not the DoT/CTA exception.
