Aren't those darned devices supposed to be pretty invincible? Including waterproof-ish...
Now, I won't start associating them with coughroaches (i.e. could survive a nuclear explosion), but....
Notice Mal didn't say 'all mobile phones' but singled out those made by one company. Would be a shame to be in that hall when your Blackberry / Nexus / WinPho starts chiming or crashing.
I'm not sure what the fuss is about - as you pointed out in your detailed post anat0l, mobile phones or calculators are capable of storing information and executing calculations which are not appropriate for examinations in any non-computational or mathematical disciplines (and in those cases their functionality may have to be strictly limited). On the other hand, pagers and mobile phones also have the capacity to be disruptive, so should also be switched off.
Expecting people not to bring them is unrealistic (particularly when exam halls are not exactly easy to get to) and to cloak them amongst another 1000-odd devices is asking for trouble. So asking for them to be completely switched off under proper invigilation and penalty of being kicked out is a pretty reasonable compromise.
