I believe it is arguably personally identifiable information (PII) which is governed by legal requirements.

However, those manifests are being used on-board an aircraft for the purpose of flight operations. I don't think a complaint would get very far...

Complaints don't necessarily need recompense as such - a situation like this is more about ensuring that the manifest stays as what it is intended for, and not a play toy for some curious passengers
 
I'd write to the company via an official online feedback form. But keep in mind that in an emergency -- medical, security incident, evacuation etc. -- those manifests need to be easily accessible to the crew. There are also onboard service lists which differ from manifests.
