I'm sure that there has been a lot happening in the background....maybe the Queen told him to hand in his licence for good PR reasons....or his aides negotiated with the police not to charge him if he surrendered his licence. I guess if he was charged and convicted, the Queen could give him a Royal pardon...?! The privileges of the Royal family.... :(
