Most aircraft carry "seat belt extenders". They are a length of seat belt webbing with a buckle and a tongue at opposite ends. They are adjustable and provide up to around 60cm extension.

I sort of meant he couldn't wear the seltbelt while sitting on the armrest. Should have written that instead of thinking it.
