JAL domestic Y seating

I know this may be a first world problem, I have a short domestic flight with JL and I am wondering if anyone has ever selected 16C on the narrow body. When looking at the seat map it seems to be the pick of the bunch. I am familiar with JL domestic F and Class J but for a flight that is about 1 hour I see no point in spending the extra coin.

There is actually a seat at 15C which is always blocked off (they put a notice on the seat to indicate this). I have no idea why they even have that seat there.

The rest of row 15 would be the best pick, I could not select it on my recent flight as it was blocked for me (OWS) so I assume only OWE and the JAL equivalent can select it. Walking past row 15 to my exit row, it seemed to have more space than row 4 on the QF 737s.

The aerolopa seat map for the JAL 737s reflects this and is correct from what I saw:
 
@frodo thank you for the information, I am OWE and can select R15. I guess I will move to 15A which is still available.
 
Speaking of JAL domestic, does anyone know whether it's possible / if they seat customers in row 1 of the ATR 42? They are rear facing seats.

I can see they're blocked for me (and so is row 2/3 C/D), but both JAL's website and Aerolopa shows them as valid seats
