Once at Melbourne T4 the baggage dragons tried to get a passenger to put the book they were reading on to the scale, which would have sent them over the 7kg limit. They backed down when shamed by other nearby passengers.
 
Up far north this is a sport of its own (and I grabble with the same when going there in the northern winter). A good old-fashioned woolen, thick long duffle coat with an insulating layer would easily weight 2-3 kg dry (let alone you come through a sleet storm wearing it). Add to that your winter boots (2 kg, if you like really heavy ones) and thick jeans + all layers. But that's a completely acceptable attire and extra weight you're carrying on you. The difference is, of course, that you still have only the layers on you that are needed in the said weather on that day.

Wear the coat through the check-in and boarding = you are fine. Pack it in your carry-on and you're over the limit. :rolleyes:
