Yes I think that this is at the nub of it AND that:
1/ the pax likely to fly in STAR will be regular flyers who will be aware of various FF schemes and for whom it is decison factor PARTICULARLY for those who may have employers picking up the tab.
Indeed the cheapish SC they are offering may be a cunning ploy to attract SC collecting commercial (or others in need ofa Status boost)flyers to them.
and 2/ those on the very cheap fares will either not be in FF schemes or are content to just grab the cheapest fares avaailable and scarice FF points unless they can getan arfare elsewhere for the same cost with FF points. For these groupsSC will not meamuch as they travel infrequently and so would not gain bebnefits from collecting them.
