Not absolutely. For the same reason the govt will insist on a full autopsy on a body to determine cause of death, even though the corpse has a bullet hole in his head.

There is no such thing as proof, if there were no witnesses then determinations are made based on probabilities.

My only comment is that the speculation in either direction is purely that without supporting evidence. ( I have done a/c accident investigation training and investigated a/c accidents earlier in life)
