Matrix sees availability, but ExpertFlyer does not

I'm currently looking at an itinerary on ITA Matrix, which I was able to find on the airline website under the same fare bucket, but Amex travel can't seem to see any seats (although they can see Y) and the availability is also showing as 0 for that specific fare bucket on EF.

As far as I'm aware, ITA matrix does check for availability before showing results, so is there any reason that EF would only show 0 seats for some fare buckets? Can airlines limit availability to certain agents?


Example:
CDG-MCT-KUL-ADL in fare bucket R and D on 31 Mar. I can see it on Matrix, and the Oman Air website for the same price, but EF shows R0.

Could be related to difference in "Point of Sale". Some airlines limit certain seats/classes/combinations based on the country where the fare is being purchased. Some tools allow you to select the Point/Country of Sale so you are only presented with the flights that can be purchased from your country.
 
I’m assuming you did have ticked “Only show flights and prices with available seats”?

Is it available on other aggregators and/or Google flights?

That box is definitely ticked, and I can see this on Google flights too

I'm not too sure what's going on here. Maybe a bug with Expert Flyer?

FWIW, Expert Flyer shows WY R availability if you just search CDG-KUL.
