I am finding availability for Premium Economy to LAX out of SYD but my home airport is CBR. Velocity won't tag on the flight from CBR to SYD because it only has Economy. Has anyone had success in convincing them to do this? They are trying to charge an extra 7K points for the Economy flight SYD to CBR.

I catch the bus to Sydney...I find it less hassle than the terminal change!!! (YMMV!:))

I feel for you mate.
I was in heated discussions with Virgin agents two years ago about this, being in ADL I suffer the same fate, it is farcical.

For example:
ADL > SYD > LAX in Y is 44,800 points (exactly the same amount as SYD-LAX on its own)
ADL > SYD > LAX in J is 95,500 points (exactly the same amount as SYD-LAX on its own)
SYD > LAX in PE is 71,000 points
yet if I want to include ADL > SYD in Y due to PE not being offered they want to charge me an additional 11,700 points, thus making
ADL > SYD (Y) and SYD > LAX (PE) 82,700 points.

Why you cant cross cabin to a lower class if the higher class isnt available for the higher price is mind blowing, every other airline allows this!

Also how bad is J availability across the pacific at the moment! It's like winning a lottery.

I have 1 million VA points, but they just seem useless.
