I was curious as to why Jetstar changed their baggage policy. The answer I obtained was this:
(1) The law in the US has changed so carriers to/from the US are no longer required to give passengers a 2 suitcase baggage allowance;
(2) A 'beancounter' from the revenue department decided that Jetstar could make more money by charging passengers for extra baggage, either online with the booking or at much higher rates at the airport.
I recently had some friend travelling from SIN to MEL on Tiger and they were stung for excess baggage charges twice - once in SIN and once in DAR.
My only advice to people who choose to fly on airlines such as tiger, jetstar etc is that if there is any suspicion that you may have extra luggage, pre purchase the max amount of extra luggage when you make your booking as it is much cheaper compared to what you will be charged at check in.
