Leaving today for 8 days in UK. Checked bag of 13kg (mainly because of bulk - incl warm coat, folding umbrella, change of shoes) and carry-on laptop bag of about - ah! - 7kg.

Who weighs their hand carry?

I do, I think it's important. Many may disagree but when your rollon can't fit down the aisle and you can't fit it into the overhead locker (seen many times, haven't we all ?), don't you think there's a reason for the limits ?
