A strategy I've used in the past is to apply a positive balance to a credit card and use this for both cash withdrawals and purchases. Is this going to work still, particularly with the 28degrees card I see recommended here?
Is there a QF earning card that would be worthwhile for the same approach if I valued QF points at 0.9% ?

28degrees card now charges 3% on cash withdrawals even if you it is from a positive balance.
Not sure what the point of having a positive balance for purchases is.
One can also use the coles mastercard which has no fx fees.
 
In general most cards charge a fee for cash advances, even if positive balance. It is most definitely a pointless thing to do, I suggest getting an ATM card with no fees.
 
We used Bankwest World to pay the boarding fees for our son at his Madrid University when none of his credit cards were suitable. We got the points and a fair exchange rate which was almost the Hifx rate.
