Perth airport forces taxis to pay the surcharge using gold coins

Like most airports, Perth airport charges a $4 surcharge to taxis that enter the taxi rank (which is passed into the passenger). After picking up a passenger and before they can leave the taxi area, the drivers pay the $4 at a boom gate. The machines only accept gold coins.

Why!?!?

Is it a tax dodge, cost savings or straight out stupidity?

I can imagine the airport might want to avoid bank fees arising from a load of low-value card payments but surely manual cash handling is worse.
