I have just received my APEC card which may help passage at customs.
Of course if the PER-SYD flight is significantly delayed then I will pay the penalty. That is when I am not sure what will happen (and hence this thread). If I can't afford one full day's delay, will QF ever put me on other carriers (I believe there is a UA flight later? or to Air NZ via AKL?). For example, BA had put me on AA flights when their ORD-LHR had mechanical delay. I haven't had similar situation with QF and value comments.

APEC card holders can use the same queue as Express Card holders. IIRC the sign above the queue says "aircrew, APEC card holders, Express Cards". Did QF dom in PER offer you an Express Card?
It's always a good idea to check out www.expertflyer.com as you can do a flight availability SYD to ATL specifying the carrier eg UA & it will give you UA's flights & availability which makes it easier as you say can "can you get me on UA870 SYD/SFO @ 1440". It connects with UA1256/UA920 SFO/IAH/ATL but only a couple of J seats.
As to whether QF would put you on UA I think it depends how delayed you would be if you were transferred to the next QF flight which in your case would be the next day ie a fairly significant delay.
If QF transferred you to another carrier they'd be charged for a full J one way fare by the other carrier if they don't have any existing deals in place. Maybe as a WP it would carry a bit more weight but the main issue I see is the time involved organised it as UA870 departs at 1440 so they'd want to close the flight about 1340 which doesn't leave much time.
