No, travel agent bookings are accepted as long as they are normal fares (not consolidators/etc). For this deal, make sure the ticket issuer is Qantas, flight code is QF, and operating carrier QF - no one else involved except the seller/agent can be different.

However, I don't think government issued tickets are eligible. Read the Terms and conditions very carefully.

I don't think the ticket needs to be on QF stock.
 
I have a leftover voucher from last year August, it shouldn't have any problems with DSCs?

A timely offer, I've just requalified for WP through 2021, but since this offer covers flights until next May, I can make a start on 2022. Shame domestics aren't included, although this will stop me from taking several domestic connections before and each international this time.
