Priority / International Business check in for QFF Silver

It's a little confusing for QF Silver but you're supposed to get priority Check in but not priority boarding or priority security lines. Seems like a case of bad staff who wasn't fully trained.
Can I offer "good staff but poorly trained". Good staff enforces the rules / SOP, as per their training and supervision. In this case, perhaps the OWR benefits were left to a lesser role in the training and it had focused more on the OWS/OWE/J customers (as it ought to). It then led to those staff to act on what they believed were the rules. The best staff, naturally, are open to corrections on spot if the customer can point out the missing piece in the puzzle.
 
In my experience, it depends. I have used the Priority queue as QF Silver and got priority (J tags, in this case) tags. Some agents when processing the check-in, as a habit, add the priority tags. But some don't. I have also got priority tags with CX, 9W, MH .. but not UL
Priority check-in was the first of the status benefits I ever used.

I was travelling with my ex-partner who was very rules based and shy to ask anything for herself. In LHR, I knew to look for business check-in and confirmed the sign showed a red symbol, too. She was all about "nooo, we can't go there, we need to use the normal check-in" but I still queued in. The agent didn't bat an eye lid even when we were on separate PNR's (and my partner was non-status). They also tagged all our bags with J tags when I asked for it.
Then there was the first lounge visit with her after I got OWS... 😄

Yes actually I would agree.
 
For domestic flights, priority check-in is available at select airports. For international flights, check-in at any Business counters where available, regardless of your class of travel.

Depends on how you interpret "where available" I'm guessing the check in agents indicating that the signs didn't say it was available to Silver, so it is not available at SYDi?
I read that as being about the availability of Business counters, that is the only thing in the sentence that has optional availability.
