Yes, the plastic cutlery was washed and re-used a certain amount of times before being recycled.

Luckily metal cutlery is becoming more popular again though. Does weigh a lot more!

And doesn't bend

Just out of interest I see Thai is now 'tamper protecting' their economy blankets with a tight paper seal. The blanket is rolled (camping style) with the paper band around the middle. seems like a good way to eliminate plastic.
