I have long legs and get cramped enough without putting anything at my feet as well. I put everything up too. When I travel with a case I put my laptop sleeve on top of my case too.

If I am using a backpack (usually for short domestic trips or short haul international status runs), I can take my laptop sleeve out of the backpack if needed to stay within weight limits.

Good Idea...the stuff needs to be IN the bag not just attached to it.

I would assume we are talking about one of those 2 litre metal thermos sized things, that bang and clank everywhere that everyone carries nowdays...she is on a1 hour flight and in a major city, she is not hiking the Sahara Desert.

I have NO idea how we survived as kids out in the 40 degree Australian sun all day on our bikes drinking from public taps and rainwater tanks....lol.
 
I have had 3 domestic flights and one international flight and the rule is not working. OK, so you meet the weight requirement with two bags, but I regularly saw people putting small bags in the overhead locker that would easily fit under the seat in front. It comes down to what you can get away with. BTW all flights were full so not even a free seat beside me!

I don't think the rule isn't working but is it being enforced. I honestly don't blame the FA for not enforcing it, they deal with enough already and its probably easier for them to deal with it if/when a space issue arises
