Qantas - exit row seating

I think they are supposed to be only locked upright for take off and landing. But, in my limited experience, it can be pretty hit and miss that they remember to unlock the exit rows after take off.

It's quite easy to 'unlock' the exit seats. (after takeoff) ;)

On the 73H's the recline for row 12 and 13 seats are unlockable.
 
... bulkheads - aren't the bassinets located in the bulkheads.
 
Also row 12 (a non-exit row) will not recline into row 13 because it's an exit.
Not in my recent experience in exit row 13, as Row 12 was unlocked by CA apparently without request.
 
I've never seen them forget to lock.unlock.

It does seem the row in front on the 737-800 (12) doesnt recline quite as far as regular rows (may be perception rather than reality!)

It has only happened to me once. I only remember because I had a recliner in the seat in front of me, and was left with a close up of their head with no room to move.
