Hi,

If I am booking a flight for my child (over 21 but under 25), can my Qantas frequent flyer additional baggage allowance be used for the flight?

The extra baggage allowance only applies to yourself and is not extended to others, even if you are all on the same booking. If you are travelling together you can obviously pool your allowances. If you are simply making the booking on behalf of your child, the allowance will be per their status and not yours.
