If it’s a European airline like AY (for FinnAir), IB (for Iberia) or something similar then EU261 comes into play since you are flying a European airline to Europe (even if the airline operating the flight isn’t European). Ultimately, you need to ask yourself if it’s worth the hassle of fighting this. What’s 40 minutes on a slightly larger seat to you? I understand the whole principle of the matter aspect but you also need to look at the forest from the trees, too. If you wanted lounge access as you don’t have frequent flyer status, guess what that’s something you can ours Qantas to give you in Canberra and chances are they’ll do it. After all it’s not your fault you’re seated in economy even though you were booked in business

How does QF fit any of the following:

  • If your flight is within the EU and is operated either by an EU or a non-EU airline
  • If your flight arrives in the EU from outside the EU and is operated by an EU airline
  • If your flight departs from the EU to a non-EU country operated by an EU or a non-EU airline
  • If you have not already received benefits (compensation, re-routing, assistance from the airline) for flight related problems for this journey under the relevant law of a non-EU country.

Lounge access is already covered above, the passenger will have access to the qantas business lounge regardless of the downgrade, if they don’t already have status for access.

This is under the oneworld connecting rules for long haul to short haul or domestic flights.

Not something you have to ‘ask’ qantas for, you simply show your international boarding pass or ticket at CBR and you’ll be welcomed in.
