referred to 2 return flights, thus reinforcing my suspicion it is total all group airlines (or possibly all airlines even those not associated with QF/NZ) and counting both ways

The document refers to seats for sale for the Trans-Tasman so I take it to mean for every airline that sells it. Also I would like to point out that I would preferrably purchase an empty seat for myself than a seat that already has a passenger on it!;)
