Qantas status benefits on WS code/QF operated?

I've been trawling through the Qantas website (status and baggage pages) and can't find a definitive answer.

Would a Qantas elite status member be able to use benefits such as extra luggage allowance on a WS code, QF operated flight?

The route is SYD-YVR where QF75 is $2.5k+ in economy one-way through Qantas and WS6013 (codeshare on the same QF75) is $1.1k on the same date if booked through WestJet.

To add to the above, WS is a low-cost airline that doesn't run its own lounges. 'Elite' members get access to Plaza Premium lounges at a few locations.

I'd rather fly on Air Canada than fly with them again...
