I saw first hand once someone so concerned about ”bill shock” OS, they took their SIM card out and left it at home…! No one could call, let alone text for 6 weeks…
More OT but a letter to traveller said he deleted the Telstra app while he was away so it couldn’t connect and then added it again when he came back 🤦‍♀️
 
It is free to receive SMS overseas. Just make sure data is turned off.
Not on my AU phone when out of AU. (nil service) But my NZ phone can receive SMS in AU.
I suspect many in Baku would be relying on free wifi for communication (phone/tablet/laptop)

I’m currently overseas and getting text messages fine on my Telstra prepaid plan, including lots from Telstra every time I get to a new country

Who’s your carrier? All the main ones will roam for free (where they have agreements with a foreign telco). Some (maybe all?) you have activate first as a once off.

A 3rd party reseller may not have that capability to roam.

My AU iPhone has always received texts while overseas (as long as not in flight mode). Variously using Telstra(Telstra), Amaysim(Optus), ALDI(Telstra), Boost(Telstra).
