Hi,
The first of my PER-SIN leg of the PER-SIN return journey operates via Scoot metal (SQ ticket and SQ flight number operated by Scoot). As a Velocity Gold member, do we can enjoy the additional Baggage, Perth lounge access, earn status credit for that Scoot sector (and additional baggage allowance for the entire PER-HKG journey)?

No. Scoot are not a partner of VA.
Also it's likely the SQ number is required to be a SQ operated flight, not a codeshare with another carrier.

That is the case.


Velocity Points cannot be earned on:
  • Reward Seat bookings
  • Charter flight bookings
  • Fares classes other than as specified in tables above
  • Any Singapore Airlines flight where KrisFlyer miles have been used as form of payment irrespective of the fare class flown
  • Codeshare flights (Any flight with an SQ flight number that is operated by an airline other than Singapore Airlines or Virgin Australia)
 
That is the case.

Also to add this "Any Singapore Airlines flight where KrisFlyer miles have been used as form of payment irrespective of the fare class flown" is rather annoying in the rules.
