It seems odd, because it's a alternative path to the manual process of enrolment. I suspect a programmatic "bolt on" to an existing system.The “process” is here:

But basically just means you go to the e-Gate and scan your passport (if you meet the criteria on the sign you posted above).
Using the term “enrolment” now is just odd especially in the same para it states “No separate registration is required”….

Can confirm. Used the Singapore Citizen/PR eGates successfully in T1 and T3 within the past fortnight.There is a difference from those enrolled in the egate scheme and those using the new automated clearance.
In Terminal 1 they have both new white egates (which those from eligible countries can use) plus the older egates which are still signed for Singapore citizens/PR.

There was a short line for the new (white) eGates so a welcome benefit.

Yes you definitely do have to fill in the SGAC or you will get rejected.Presumably visitors still have to complete the SGAC prior to arrival. Maybe it rejects you if it cannot link your passport to the SGAC.
