It's a legitimate question but the difference now is that Melbourne Airport's management are saying one is required.
However, you are correct in that it seems a lot easier for roads to get funded, either new or widened.

I did the train + 901 the other week going to the airport. For some reason, there was no 901 for 45 mins at Broadmeadows. Doesn't seem to be very reliable sometimes.One day I'll look at the 901 and train, but for now I'm happy.
Going to Melbourne in a few weeks and staying in St Kilda on the Esplanade so was going to get Sky bus to city and the uber from city to St Kilda
