It's hardly "strict" - there's no possible way they have to enforce this, it's not like they are searching your belongings upon exiting India for contraband currency exports, unless you're some kind of international money launderer and they have a tipoff.

However, because it is officially illegal, you'll find that most currency exchange facilities outside India will not have INR to sell or will not buy yours - there may be exceptions.

I would also recommend against carrying out large amounts for the simple reason that it's hard to exchange and there should be no need. You only need small amounts of currency for any normal activities as a tourist or business person, with it only being informal/small shops that require cash - any medium/large purchase will accept credit cards these days. Also, you run the risk of the Indian government quickly changing their currency and rendering previous notes invalid, as occurred in 2016 (and I lost around AUD $60 in notes I had that were unusable later).
