The taxes & charges are not Virgin Australia, they are government costs.

Not completely true. At least two of these (Australian Int'l Passenger Service Charge - WYx2) are not government costs, but charged by privately owned airport operators. I love how airlines have conveniently labelled everything as taxes (and surcharges in fineprint), so the government usually gets the blame them.
