Yes, I have found Sydney are miserable with upgrades, except for the time I received a relaxation room after an 'issue' on a previous stay.
Once we booked two rooms, one for me (diamond) and one a gold and we both received exactly the same rooms on the same floor with exec lounge access. The only thing that differentiated the gold from the diamond was that I got a bottle of red and a cheese platter :).

Does that mean on my upcoming stay at Hilton Sydney as part of the QF81/82 farewell 'tour' I am unlikely to receive an upgrade to an exec room as a HH gold?

You should get exec lounge access but the room may not be on the exec floor.
