Usually go with Avis in UK where the experience has ranged from excellent to studied indifference to outright piracy - but the one time we used Hertz was very professional and straightforward. Depends on the local operator I suppose.

I can't speak highly enough of the Avis team at Glasgow airport. Last year when collecting a vehicle they took the time to offer alternatives with consideration to gps and luggage space for 3 of us travelling, showing us through the cars and for the same cost agreed.
On returning 22 days later (and due to that crazy toll you have to pay to drive through the airport) I left my wallet in the car. Not having to access it all through checkin and security, I was oblivious to its loss. The Avis team made several attempts to call me, eventually they were successful. I was able to exit the terminal, make a dash back to Avis, have them retrieve the wallet from lost property and just make my flight. They couldn't have been more helpful.

More recently I booked a car with Avis from LHR, quite a few months in advance. About 3 weeks before the collect date I did a quick check to compare relative prices and found the cost over 30% cheaper for the same dates, same car. I cancelled the original booking and made a new one, all from the Avis website. It was a lesson I learnt to always do into any future bookings, recheck prices closer to the date. I collected from the LHR Holiday Inn site and happily accepted their swap from an MG to a Merc. When returning, the gps didn't like finding the HI site but took me to the main Avis location where they accept all returns and offer the shuttle to all terminals.

Vroom is also a good comparative site to use to make rental bookings from experience elsewhere.
