VA points transfer to eligible family member

I have a friend who wants to gift points. I understand the transaction is instant, but they are technically not an eligible family member. Does anyone know if VA track such points movements?
 
It's pretty common for family members to have a differing last name to yourself. I've never been asked to produce a marriage certificate or other form of proof to transfer points.. ;)
